Purpose

The Opportunity Promotion Protocol defines the rules governing how opportunities move from signal capture to structured evaluation within the Affiliate Brain.

Its purpose is to:

• prevent uncontrolled opportunity injection
• preserve evaluation discipline
• ensure structural consistency
• maintain traceable opportunity lineage
• prevent evaluation bypass of the Opportunity Queue

This protocol ensures that all opportunities entering Affiliate Brain evaluation follow a controlled intake pathway.

Scope

This canon applies to:

• all opportunity signals entering the Affiliate Brain system
• promotion of opportunities from queue state into Offer Intelligence
• authority and documentation requirements for opportunity promotion
• rejection handling at the queue stage
• preservation of disciplined intake flow before structured evaluation

This document governs the movement of opportunities from signal capture into formal offer evaluation.

It does not govern:

• detailed Offer Intelligence evaluation by itself
• Velocity scoring by itself
• capital allocation by itself
• experiment design by itself
• campaign execution by itself
• Finance approval by itself

Those remain governed by Offer Intelligence, the Velocity Decision Engine, Experimentation Brain, Finance Brain, and related operational documents.

Definition / Rules

Core Principle

No opportunity may enter Offer Intelligence without first being recorded in the Opportunity Queue.

Opportunity Queue is the mandatory intake layer for all opportunity signals.

Direct evaluation without queue capture is prohibited.

Opportunity Flow (Mandatory Sequence)

All opportunities must follow this progression:

Signal Capture
→ Opportunity Queue
→ Promotion Decision
→ Offer Intelligence
→ Structural Evaluation
→ Velocity Decision Engine

Skipping stages is not permitted.

Promotion Eligibility Criteria

An opportunity may only be promoted from the Opportunity Queue to the Offer Intelligence layer when sufficient information exists to perform structured evaluation.

Minimum promotion requirements include:

• Offer Name
• Network or Platform
• Basic Offer Description
• Known Claim Category
• Preliminary Market Context
• Traffic Channel Compatibility (if known)

If these minimum elements are not present, the opportunity must remain in the Opportunity Queue.

Promotion Authority

Promotion decisions may only be performed by:

• HeadOffice
• Affiliate Brain (structured evaluation request)
• Research Brain (when validated intelligence signal exists)

No other system component may promote opportunities into Offer Intelligence.

Promotion Triggers

Promotion may occur when:

• new validated research signal emerges
• network intelligence indicates unusual performance
• vendor launch enters monitored vertical
• competitive intelligence indicates emerging opportunity
• manual review identifies structural potential

Promotion must always be documented.

Promotion Documentation Requirement

When an opportunity is promoted from the Opportunity Queue to Offer Intelligence, the following must be recorded:

• Promotion Date
• Promotion Source
• Promotion Rationale
• Initial Opportunity Class (if known)
• Assigned Offer Intelligence Page

This ensures traceability of opportunity origin.

Promotion Restrictions

The following are prohibited:

• direct evaluation of opportunities not recorded in the Opportunity Queue
• creation of Offer Intelligence pages without a queue record
• ad-hoc opportunity testing without queue promotion
• external vendor hype bypassing queue capture

Violation of these restrictions constitutes system discipline failure.

Opportunity Rejection

Opportunities may be rejected at the queue stage when:

• promotion would violate MWMS risk policies

Rejected opportunities must remain recorded in the queue but marked as Rejected Signal.

Queue Governance

The Opportunity Queue acts as the signal memory layer of Affiliate Brain.

Its purpose is to:

• preserve raw opportunity signals
• prevent idea loss
• allow delayed evaluation
• support cross-brain intelligence flow

Queue entries may remain dormant until sufficient signal strength exists for promotion.

Relationship to Other Brains

Research Brain

Supplies intelligence signals that populate the Opportunity Queue.

Affiliate Brain

Evaluates opportunities once promoted to Offer Intelligence.

Velocity Decision Engine

Determines capital eligibility after structured evaluation.

Governance Principle

The system must prevent:

Final Rule

If an opportunity is not in the Opportunity Queue, it is not eligible for Offer Intelligence.

Queue capture is mandatory before evaluation can begin.
