Purpose
The MCR Promotion To Brain Protocol defines the conditions under which intelligence stored in MCR is promoted into a formal Brain.
Promotion represents structural commitment.
It indicates the intelligence has reached sufficient clarity, relevance, and system value to be governed within a Brain.
Core Principle
Do not promote intelligence prematurely.
Promotion occurs only when the system benefit is clear.
Premature promotion creates structural drift and classification instability.
Promotion Eligibility Criteria
Intelligence may be promoted when at least one of the following conditions is met:
clear Brain destination identified
repeated related signals appear
information directly supports existing Brain capability
information improves decision quality
information improves execution quality
information supports system survivability
information strengthens governance clarity
information introduces reusable system logic
information impacts revenue generation capability
information reduces operational risk
