Purpose

The MCR Promotion To Brain Protocol defines the conditions under which intelligence stored in MCR is promoted into a formal Brain.

Promotion represents structural commitment.

It indicates the intelligence has reached sufficient clarity, relevance, and system value to be governed within a Brain.

Core Principle

Do not promote intelligence prematurely.

Promotion occurs only when the system benefit is clear.

Premature promotion creates structural drift and classification instability.

Promotion Eligibility Criteria

Intelligence may be promoted when at least one of the following conditions is met:

clear Brain destination identified

repeated related signals appear

information directly supports existing Brain capability

information improves decision quality

information improves execution quality

information supports system survivability

information strengthens governance clarity

information introduces reusable system logic

information impacts revenue generation capability

information reduces operational risk

Promotion Trigger Types

Structural Trigger

Information clearly fits within existing Brain scope.

Example:

new testing framework → Experimentation Brain

new hook framework → Ads Brain

new offer evaluation model → Affiliate Brain

Pattern Trigger

Multiple related signals indicate emerging importance.

Example:

multiple insights relating to audience behaviour patterns

multiple insights relating to AI workflow automation

Execution Trigger

Information directly supports operational improvement.

Example:

improves creative testing speed

improves classification accuracy

improves decision clarity

Governance Trigger

Information clarifies authority boundaries or structural discipline.

Example:

new routing clarity rule

new classification structure

new document standard

Promotion Decision Checklist

Before promoting, confirm:

Brain destination is clear

classification confidence is Medium or High

information has defined use-case

information does not duplicate existing canon

information aligns with MWMS architecture

information does not conflict with existing protocols

Promotion Process

Step 1
Capture intelligence using Intake Template

Step 2
Store temporarily in MCR

Step 3
Evaluate relevance using Classification Decision Guide

Step 4
Confirm promotion eligibility

Step 5
Create or update Brain page

Step 6
Record reference to original MCR entry

Documentation Requirement

When promoting intelligence:

reference original MCR entry

do not delete original capture record

maintain traceability

ensure auditability

Governance Safeguards

Promotion must not:

override Canon authority

bypass Brain Routing Rule

conflict with existing structural standards

create duplicate structural frameworks

introduce untested execution rules
