Purpose
The MCR Temporary Storage Protocol defines when intelligence should be stored temporarily within MCR rather than immediately assigned to a Brain.
It protects structural integrity by preventing premature classification.
It ensures information is not lost while maintaining governance discipline.
When Temporary Storage is Required
Store intelligence temporarily when:
Brain destination is unclear
multiple Brain relevance is possible
concept requires validation
concept may support future Brain creation
concept is incomplete
concept requires testing before classification
concept is early-stage architecture thinking
concept is strategic but not immediately actionable
concept may relate to multiple system layers
confidence level is low
