Purpose
The Intelligence Holding Area exists to temporarily store valuable information that:
• has potential strategic or operational value
• does not yet have a confirmed Brain destination
• may support future Brain development
• may inform future system architecture
• may become Canon, Standard, Protocol, Framework, or Reference material
• requires later structured classification
This prevents loss of intelligence while maintaining structural discipline.
Role Within MWMS Architecture
Layer Position:

The Intelligence Holding Area does NOT perform execution, decision-making, or classification authority.
It acts as a controlled buffer between:
