Purpose

This document defines the supreme constitutional authority of the MWMS ecosystem.

It establishes the highest-order rules governing all Brains, doctrines, protocols, employees, systems, automations, and decision layers operating within MWMS.

Its purpose is to ensure that all structural, operational, financial, and AI-assisted activity remains subordinate to a single constitutional authority.

No lower layer may override this document.

Scope

This constitution applies to:

• all MWMS Brains
• all governance doctrines
• all Brain contracts and governance rules
• all individual Brain canons
• all operational protocols
• all execution systems
• all automations
• all financial decisions
• all AI employees and AI-assisted systems

This document governs the top constitutional layer of MWMS.

It does not govern detailed implementation procedures inside lower layers except by override authority and boundary setting.

Those details remain defined by subordinate doctrines, canons, standards, protocols, and execution systems, provided they do not conflict with this constitution.

Definition / Rules

Supreme Authority

This Constitution is the highest authority within the MWMS ecosystem.

All:

• Brains
• doctrines
• protocols
• employees
• systems
• automations
• financial decisions

operate under this Constitution.

No entity within MWMS may override it.

Governance Hierarchy

The structural hierarchy of MWMS is:

Execution Systems

Lower layers cannot modify higher layers.

Canon Authority Rule

Canon exists only on the designated Canon site.

All canon:

• must be versioned
• must include authority header
• must maintain Change Log entry
• cannot be edited without following Canon Editing Protocol

Unauthorized canon changes are structural violations.

Agent Governance Principle

AI Employees operate within strict scope.

They:

• cannot modify canon
• cannot self-authorise capital
• cannot override governance
• must escalate outside-scope decisions

Human authority remains supreme.

Capital Protection Principle

Capital deployment requires:

• structured intent
• risk classification
• Finance approval
• logged decision lineage

Capital preservation overrides execution speed.

Enforcement Principle

The SIT Brain operates as enforcement authority.

If structural conflict is detected:

• execution may be blocked
• escalation is mandatory
• canon authority prevails

Amendment Protocol

This Constitution may only be modified by:

• Founder authority (Martyn Walker)
• documented amendment entry
• version increment
• Canon Change Log update

No Brain may amend the Constitution.

Structural Integrity Principle

MWMS is:

• Governance-First
• Agent-Enabled
• Verification-Driven

Speed without integrity is prohibited.

Drift Protection

The system must prevent:

• lower-layer override of constitutional authority
• canon mutation without constitutional discipline
• AI systems acting as constitutional authorities
• capital deployment without governance lineage
• structural speed being prioritised over integrity
• undocumented constitutional modification

Constitutional authority must remain singular, visible, and supreme.

Architectural Intent

The MWMS Constitution exists to provide a stable, non-negotiable governing foundation for the entire ecosystem.

It ensures that growth, automation, intelligence systems, and execution layers remain subordinate to constitutional order rather than momentum, convenience, or improvisation.

This protects long-term structural integrity as MWMS expands.

Final Rule

If any lower-layer document, system, employee, or execution path conflicts with this Constitution, the Constitution prevails immediately.

No performance gain, convenience, or urgency justifies constitutional breach.
