Purpose
The MCR Intelligence Log exists to capture structured intelligence that has been identified as potentially valuable but not yet assigned to a permanent Brain.
It provides a consistent capture structure so information can be reviewed, classified, and routed later without losing context.
The log acts as the intake memory layer for future system capability expansion.
