Purpose
This protocol defines the only valid procedure for promoting material into MWMS Canon.
It governs how structural law is added, amended, or removed.
This layer defines promotion discipline, not execution.
Scope
This canon applies to:
• all promotion of material into MWMS Canon
• governance and Brain-level canon additions, amendments, removals, and clarifications
• review of structural law before canon entry
• authority, fit, conflict, and stability checks during Canon Sessions
• versioning and freeze discipline after approval
This document governs the promotion procedure for Canon material.
It does not govern:
• operational execution by itself
• non-canon draft workspaces by themselves
• day-to-day document editing outside canon promotion
• plugin or schema implementation by itself
• Brain operational workflows by themselves
• authority precedence beyond the MWMS Canon Hierarchy Map
Those remain governed by HeadOffice, the MWMS Operating Guide, the MWMS Canon Authority Protocol, and related governance documents.
Definition / Rules
Session Initiation
A Canon Session may only be initiated by HeadOffice.
The session must declare:
• target namespace
• proposed action (Add / Amend / Remove / Clarify)
• material under review
• authority owner
• scope of impact
Undefined scope invalidates the session.
Qualification Gate
Material under review must:
• have defined scope
• have defined authority ownership
• contain structural metadata
• contain no execution doctrine
• introduce no draft or brainstorming content
Failure at this gate pauses the session.
Structural Fit Assessment
Material must be evaluated for:
• correct namespace placement
• authority boundary integrity
• hierarchical consistency
• duplication avoidance
Misplaced material must be reassigned before approval.
Conflict Scan
The session must evaluate:
• authority overlap
• enforcement contradiction
• Brain boundary drift
• capital authority displacement
• promotion rule violation
Unresolved conflict blocks promotion.
Stability Impact Review
Material must increase:
• structural clarity
• hierarchical integrity
• governance discipline
• enforceability
Material that decreases stability is rejected.
Approval Decision
Decision must be explicit:
• Approved
• Approved with modification
• Rejected
• Deferred
No implicit approval is valid.
Version Control
Upon approval:
• version must increment appropriately
• Last Reviewed date must update
• Canon Change Log must record modification
Unversioned changes are invalid.
Replacement Rule
Canon files are replaced in full.
Partial overlays or incremental edits are prohibited.
Post-Session Freeze
After approval, Canon enters freeze state.
No further modification may occur without a new Canon Session.
Final Principle
Canon changes must strengthen structure.
If clarity, stability, and authority discipline do not increase, the material does not enter Canon.
Final Rule
A Canon Session is not a discussion ritual.
It is a structural gate.
If the gate is not fully satisfied, promotion does not occur.
Drift Protection
The system must prevent:
• Canon promotion without explicit session initiation
• material entering Canon without scope, ownership, or metadata
• draft or brainstorming content being promoted through convenience
• duplication or misplaced authority being embedded into Canon
• unresolved conflicts being tolerated during promotion
• partial edits bypassing full-file replacement discipline
Canon promotion must remain deliberate, explicit, and structurally gated.
Architectural Intent
MWMS Canon Session Protocol exists to ensure that Canon grows through a controlled promotion mechanism rather than informal editing.
Its role is to make Canon entry auditable, authority-safe, and stability-focused so the constitutional layer of MWMS remains disciplined as the ecosystem expands.
