Purpose
This document defines which MWMS Brain holds authority over specific categories of decisions.
Its purpose is to:
• prevent authority drift
• clarify decision ownership
• avoid cross-brain conflict
• protect governance discipline
• maintain structural stability
Every decision within MWMS must fall under a defined authority.
If authority is unclear, escalation must occur.
Scope
This architecture applies to:
• decision ownership across the MWMS ecosystem
• cross-brain authority boundaries
• primary, advisory, validation, and escalation roles
• conflict resolution when authority overlaps or becomes unclear
• future insertion of new Brains into the authority model
This document governs which Brain holds authority over which decision classes.
It does not govern:
• detailed canon rules inside each Brain
• task execution by itself
• session-start behaviour by itself
• plugin implementation details
• direct campaign operations by themselves
• financial thresholds by themselves
Those remain governed by HeadOffice, Finance Brain, SIT Brain, Experimentation Brain, and the relevant Brain-specific canon and protocol documents.
Definition / Rules
Decision Authority Model
Each decision category is governed by a specific Brain.
Decision authority types include:
• Primary Authority
• Advisory Authority
• Validation Authority
• Escalation Authority
Primary Authority holds the final decision power unless overridden by HeadOffice.

HeadOffice holds ultimate override authority.
Overrides must follow:
• Override Declaration Protocol
• Override Logging Requirement
• SIT verification
No silent overrides are permitted.
Conflict Resolution
If two Brains claim authority over the same decision:
The Decision Authority Matrix governs the resolution.
If ambiguity remains:
HeadOffice performs arbitration.
Structural Rule
No Brain may execute decisions outside its authority.
If a Brain attempts to exceed its scope:
SIT Brain must trigger escalation.
Future Expansion
When new MWMS Brains are created, they must be inserted into the Decision Authority Matrix before operational deployment.

Authority boundaries must be defined before activation.
Final Rule
Authority clarity protects system integrity.
Each Brain must operate within defined authority boundaries.
Governance discipline ensures MWMS remains stable, scalable, and resilient.
HeadOffice governs the system.
Drift Protection
The system must prevent:
• Brains making decisions outside their assigned authority class
• advisory roles being mistaken for final authority
• validation roles being skipped for convenience
• escalation paths being ignored when ambiguity exists
• silent overlap between Brains creating hidden conflict
• new Brains being activated without being inserted into the authority matrix
Decision ownership must remain explicit, governed, and reviewable.
Architectural Intent
MWMS – Decision Authority Matrix exists to make decision ownership visible across the ecosystem.
Its role is to show which Brain decides, which Brains advise, which Brains validate, and when HeadOffice must arbitrate so MWMS can scale without authority confusion or hidden power drift.
