Purpose

The Velocity Decision Engine converts structured opportunity analysis into capital-allocation decisions.

Velocity is not a research tool.

Velocity is the capital gatekeeper for Affiliate Brain.

Its purpose is to turn opportunity analysis into a clear decision about whether MWMS capital should move.

Every evaluated opportunity must resolve to one of two outcomes:

YES
NO

Velocity does not produce ambiguous outputs.

If analysis is incomplete, uncertain, or structurally weak, the system defaults to:

NO

Capital is preserved unless strong structural signals justify testing.

Scope

This canon applies to:

• affiliate opportunity capital-gating decisions
• final evaluation after Offer Intelligence
• hard-fail rejection rules
• weighted structural scoring
• verdict thresholds
• mandatory Velocity output structure
• capital-discipline enforcement inside Affiliate Brain

This document governs the decision logic that determines whether an affiliate opportunity may proceed toward testing.

It does not govern:

• research discovery
• campaign execution
• creative production
• scaling approval
• finance override authority
• compliance enforcement outside declared hard-fail rules
• canon mutation

Those remain governed by Research Brain, Affiliate Brain operating systems, Finance Brain, SIT Brain, HeadOffice, and related MWMS governance documents.

Definition / Rules

Decision Philosophy

Velocity is not a research tool.

Velocity is the capital gatekeeper for Affiliate Brain.

The purpose of Velocity is to convert opportunity analysis into a clear capital-allocation decision.

Every evaluated opportunity must resolve to one of two outcomes:

• YES
• NO

Velocity does not produce ambiguous outputs.

If analysis is incomplete or uncertain, the system defaults to:

NO

Capital is preserved unless strong structural signals justify testing.

Hard Fail Rules (Immediate Rejection)

If any of the following conditions are detected, the opportunity is automatically rejected.

Hard Fail Conditions:

• Compliance risk classified as RED
• no refund policy visible
• rebill detected without disclosure
• explicit medical cure claims
• no clear mechanism explanation
• vendor identity missing

If any Hard Fail condition occurs:

Verdict = NO
Score = 0

Reason must specify:

Hard Fail: [Rule Triggered]

Hard Fail decisions cannot be overridden by automated systems.

Weighted Scoring Model

If no Hard Fail condition exists, the opportunity proceeds to structured scoring.

Each opportunity is evaluated using the following weighted model.

• Mechanism Clarity — 20
• Hook Strength — 15
• Funnel Structure — 15
• Compliance Safety — 20
• Niche Demand Fit — 10
• Backend Potential — 10
• Competitive Angle Room — 10

Total Possible Score = 100

This scoring system evaluates both structural viability and marketing potential.

Decision Thresholds

Score Interpretation:

• 80–100 → YES
• 60–79 → CONDITIONAL YES (Controlled Test)
• 0–59 → NO

For strict capital discipline within MWMS:

• only scores 80 or higher qualify as full YES
• scores between 60 and 79 may only be tested under limited capital exposure
• scores below 60 must be rejected

Capital Discipline Rule

Velocity exists to preserve capital before it is exposed.

A score above 60 does not mean an opportunity is good.

It only means the opportunity may qualify for tightly controlled testing if no other governance layer blocks progression.

A full YES is reserved for structurally strong opportunities only.

Mandatory Output Structure

Every Velocity evaluation must produce the following structured output.

Score: X / 100
Verdict: YES / NO
Hard Fail: TRUE / FALSE

Reason Summary

Positive Signals
Negative Signals

Capital Recommendation

Clear recommended action such as:

• Reject opportunity
• Proceed with controlled testing
• Proceed to structured testing phase

Outputs must never contain empty fields.

Governance Rule

Velocity exists to protect MWMS capital.

The system must never produce ambiguous decisions.

If AI evaluation systems are unavailable, the system must revert to rule-based scoring.

The engine must never return:

UNCLEAR

Capital preservation takes priority over opportunity pursuit.

Interpretation Rule

Velocity is a gate, not a guarantee.

A YES means the opportunity has earned the right to move forward under governance.

It does not mean:

• the offer will be profitable
• the campaign will scale
• the market will respond
• enforcement layers are bypassed

Velocity only answers:

“Is this structurally strong enough to justify capital exposure?”

Drift Protection

The system must prevent:

• incomplete analysis producing soft or vague verdicts
• automated systems bypassing hard-fail logic
• scores being treated as proof of profitability
• conditional opportunities being treated as full YES opportunities
• capital movement occurring because of enthusiasm rather than score discipline
• ambiguous recommendation language weakening the gatekeeping role

Velocity must remain binary, disciplined, and capital-protective.

Architectural Intent

Velocity Decision Engine exists to stop Affiliate Brain from drifting into hopeful opportunity selection.

Its role is to force every evaluated opportunity through a hard capital gate so that only structurally credible offers earn the right to consume testing budget.

This preserves the MWMS principle that capital must be protected before it is deployed.

Final Rule

If the opportunity cannot clearly earn a YES, it receives a NO.

Uncertainty does not justify capital exposure.
